The meaning of "public node" depends on context. For the protocol, public nodes are responsible for Initial Block Download (IBD) and transaction relay. Ideally we have many public nodes that have reliable up-time which we can provide to the community as seeders. It's likely that in the future, Sentinels will be incentivized to serve as public nodes.

Wallets such as Syrius interact with the network by making Remote Procedure Calls (RPC) to a node. I'm guessing your question is asking if there are any publicly available RPC nodes which users can use for their wallets rather than needing to run their own node, e.g Syrius Embedded Node.
